Will too much blue light (>15% in total light) delay flowering in short-day plants, i.e. cannabis?

This question is based on promoting photosynthesis without disturbing flowering. Low-intensity blue light is ineffective in inhibiting flowering but moderate to high intensity blue light (15 umol of blue light or more) promotes flower in long day species. For short-day plants, blue light greater than 15 umol can inhibit short day species. Red light will also cause an inhibition. Low intensity blue light will not inhibit flowering.
